- Southeastern Rhode Island and southeastern Massachusetts saw conditions improve from Extreme Drought (D3) to Severe Drought (D2).
- Northern Maine and portions of southern New England saw one-category improvements.
- Hydrologic drought concerns continued: Most groundwater levels have responded to the recent rains and the reduction in evapotranspiration as the leaves are mainly off the trees and temps are lower, but levels are still below normal across New York and New England.

Accumulated Precipitation Departure From Normal (includes precipitation for Nov 5)
- Recent rainfall has reversed the downward trend of precipitation departure from normal. However, there is still a ways to go to get back to normal conditions.
Outlooks
- The 8-14 day outlook favors above-normal temperatures for the Northeast. Above-normal precipitation is favored for the Northeast, except for northern Maine and western New York, where normal precipitation is favored.
- The 3-4 week outlooks favor equal chances for above- or below-normal temperatures for the northern part of the Northeast, and above-normal temperatures for the southern part. The 3-4 week outlook favors above-normal precipitation for Maine, New Hampshire, Vermont, most of New York, and northern Massachusetts. Equal chances for above- or below-normal precipitation are favored for the rest of Massachusetts and New York, Rhode Island, and Connecticut.
